Creates a new section in KRS Chapter 161 establishing 20 specific rights for teachers in Kentucky public schools, including qualified immunity from frivolous lawsuits, legal defense and indemnification by school boards, authority to discipline students and remove persistently disruptive students from classrooms, and the right to use reasonable force for self-protection

Guarantees teachers the right to establish classroom conduct rules, direct their own classroom instruction, receive timely student assessment data, and have their professional judgment respected by administrators in disciplinary matters

Entitles teachers to a safe work environment, mentorship for beginning teachers, professional development opportunities, collaboration time during the school day, and freedom from excessive paperwork burdens

Prohibits local school boards from establishing policies that prevent teachers from exercising these rights, while allowing boards to grant additional rights beyond those specified

Requires beginning with the 2027-2028 school year that school boards provide all teachers a copy of these rights at the start of each year and conspicuously display them in school buildings and on district websites
