Requires development of statewide transfer pathways of up to 60 credit hours by July 1, 2028, allowing students to transfer credits that apply toward baccalaureate degree requirements at any participating Kentucky public university

Mandates that transfer pathways be identified based on student demand, workforce data from the Kentucky Center for Statistics, and existing commonalities in learning outcomes among public universities

Beginning July 1, 2028, receiving institutions must award credit for courses completed within statewide transfer pathways, applying credits first to general education core requirements before elective credit

Requires institutions not participating in a transfer pathway due to limited alignment to publish on their website which pathway courses will not count toward core requirements

Strengthens notification requirements when institutions make curriculum changes affecting credit transferability, requiring the council to notify all public postsecondary institutions of proposed changes
