Establishes the Early Childhood Education Governance and Outcomes Task Force under the Legislative Research Commission to examine current early childhood education governance structures and their alignment with K-12 education systems.

Directs the task force to study three main areas: governance and education alignment, outcomes/data/accountability measures, and a fiscal overview of state investments in early childhood education programs including preschool.

Composes the task force of 12 members including 6 legislators (3 from each chamber), state agency officials from Education, Health and Family Services, Governor's Office of Early Childhood, and Kentucky Center for Statistics, plus representatives from educators, child development experts, and parents.

Requires monthly meetings during the 2026 General Assembly Interim with findings and recommendations due to the Legislative Research Commission by December 1, 2026.

Explicitly excludes from the task force's scope the regulation, licensing, or day-to-day operation of childcare providers, and prohibits duplicating work of the existing Early Childhood Education Task Force.
