Establishes the Rural Health Transformation Task Force under the Legislative Research Commission to identify programs for expanding health care services, increasing providers and facilities, and improving physical and mental health in rural Kentucky

Task force will examine funding models and long-term sustainability plans for rural health care initiatives, including oversight of Kentucky's CMS Rural Health Transformation Fund covering chronic care, maternal/infant health, recovery services, dental access, and emergency medical services

Composed of 8 legislative members: 4 Senators (3 appointed by President, 1 by Minority Leader) and 4 Representatives (3 appointed by Speaker, 1 by Minority Leader), with co-chairs from each chamber

Task force must meet at least monthly during the 2026 General Assembly Interim and submit recommendations to the Interim Joint Committee on Health Services by December 1, 2026

Addresses Kentucky's rural health challenges including 107 medically underserved counties, 35 rural hospitals at risk of closure, and shortages of 388 primary care providers, 219 dentists, and 150 mental health providers statewide
