Legislative Research Commission shall establish the Economic Development Incentive Modernization Task Force to assess Kentucky's economic development initiatives, incentives, and policies that have been in place for more than 30 years.

Task force will study Kentucky's current incentives compared to competitor states, review marketing campaigns and targeted sector updates used by states like Indiana and Ohio, and develop recommendations for improvement.

Membership includes 10 legislators (4 House majority, 4 Senate majority, 1 House minority, 1 Senate minority), secretaries from Economic Development and Education and Labor Cabinets, and representatives from Kentucky Association of Manufacturers, Kentucky Chamber of Commerce, Kentucky Association for Economic Development, and National Federation of Independent Business.

Six additional members representing city/county chambers of commerce or local/regional economic development organizations will be appointed, one from each congressional district.

Task force must submit findings and recommendations to the Legislative Research Commission by December 1, 2026, after meeting during the 2026 Interim session.
