Kentucky Office of Homeland Security must conduct tabletop exercises assessing how Indo-Pacific and European conflicts would affect Kentucky's supply chains, critical infrastructure, and military installations, with findings due within 180 days of the effective date.

The Office, working with the Finance and Administration Cabinet, must identify all critical state procurements sourced from or manufactured in foreign countries in conflict-risk regions and recommend alternative sourcing strategies within 180 days.

The Office must investigate threats to Kentucky critical infrastructure and military installations in coordination with the Commission on Military Affairs and Public Service Commission, with initial findings due in 180 days and final recommendations within one year.

All research, data, and findings produced under the resolution are classified as confidential and exempt from Kentucky Open Records Act disclosure requirements.

A public summary report for Kentucky residents with policy recommendations must be provided within one year, excluding any security-sensitive information; the resolution takes effect January 1, 2027.
