Establishes the Circular Economy and Advanced Recovery Advisory Working Group attached to the Energy and Environment Cabinet, comprising 15 members including state officials, local government representatives, industry experts, academics, utilities, and legislative members

Working group must meet four times before December 30, 2026, with first meeting no later than August 15, 2026, and will be dissolved on December 30, 2026

Directs the group to examine siting processes for circular energy facilities, evaluate incentives such as investment tax credits and sales tax exemptions, and develop expedited permitting for noncombustive waste conversion technologies

Requires identification of suitable brownfield sites, coal waste deposits, legacy landfills, and reclaimed lands for circular economy projects, along with asset mapping and gap analysis of Kentucky's circular economy resources

Final report due December 30, 2026 to the Legislative Research Commission must include findings, proposed statutory and regulatory changes, economic development analysis, and identification of barriers requiring legislative action
