Designates all of Kentucky Route 3 in Johnson County and the portion in Martin County from mile point 20 to the Johnson County line as the "Coach Jim Matney Memorial Highway"

Requires the Transportation Cabinet to erect appropriate signage within 30 days of the resolution's effective date

Honors James Thomas "Jim" Matney (1959-2021), a high school football and wrestling coach who recorded 300 career wins and led teams to four state championships (wrestling in 1994, 1995; football in 2016, 2019)

Coach Matney served at Belfry High School, Sheldon Clark High School, and Johnson Central High School throughout his coaching career in eastern Kentucky

The honorary designation supersedes any previous highway designations for this section of road
