Cited spending concerns include $183,500 for out-of-state police travel for gubernatorial security, $39 million in advertising, $338,000 for Kentucky Derby events, $100,000 for National Governors Association membership, and over $10 million in "dues"

Requires the investigation report to identify individual misconduct, failures to comply with statutes or regulations, and recommendations for greater oversight of executive branch expenditures

Report must be submitted to the Legislative Research Commission by December 1, 2026, for referral to the Interim Joint Committees on Appropriations and Revenue, State and Local Government, and Judiciary
