Adopts procedural rules for the Kentucky House of Representatives 2026 Regular Session, covering meeting hours, quorum requirements, order of business, and committee structure across 18 standing committees

Removes COVID-19 era remote voting provisions (House Rules 67A and 68A) that previously allowed members to vote from Capitol Annex offices or automobiles on Capitol Campus during quarantine situations

Eliminates the "Introduction of Guests" order of business and reduces time for "Motions, Petitions, Communications, and Announcements" from 30 minutes to 15 minutes

Removes the Consent Calendar procedure that allowed expedited passage of noncontroversial bills with unanimous Rules Committee recommendation

Restricts access to House Chambers by removing former members of the General Assembly from those entitled to floor access and expands the definition of "House Chambers" to include adjacent Capitol Annex areas designated by the Committee on Committees
