Adopts procedural rules for the Kentucky House of Representatives 2026 Regular Session, covering quorum requirements (majority of elected members), order of business, committee structures, and voting procedures

Establishes 18 standing committees including Appropriations and Revenue, Judiciary, Education, and Health Services, with the Committee on Committees responsible for bill referrals and member appointments

Modifies debate rules to allow 10 minutes each for opponents and proponents before voting on main questions after previous question is ordered, and increases vote explanation time from two to three minutes

Creates a formal Consent Calendar procedure allowing standing committees to unanimously recommend noncontroversial bills for expedited floor consideration without floor amendments

Requires bills and resolutions to be posted at least three calendar days before committee consideration and limits Rules Committee retention of bills to five legislative days before reporting to floor or referring back to standing committee
