Limits board of education meetings to once every four weeks and refocuses board responsibilities on strategic planning, annual budget approval, superintendent hiring/evaluation, and oversight of annual financial and student performance audits

Requires board approval of a rolling three-year strategic plan by December 1 each year and mandates two-thirds vote to reject superintendent-proposed rules or policies

Authorizes superintendent to approve purchases and budget line-item transfers up to $250,000 without board approval, with quarterly reporting to the board
