Amends KRS 164.2807 to restructure the Energy Planning and Inventory Commission, shifting two executive committee appointments from the Governor to the Attorney General and reducing the executive committee from six to five members

Grants the executive director sole authority to act on behalf of the commission in all matters, with the board serving in an advisory capacity; the executive director may only be terminated for cause by majority vote of the executive committee following an administrative hearing

Establishes the Energy Planning and Inventory Commission fund as a trust and agency account in the State Treasury, which may receive state appropriations, gifts, grants, and federal funds with no lapsing of unexpired funds

Requires utilities to provide 180-day notice to the commission before retiring any coal, oil, or natural gas-fired electric generating plant, with the commission issuing findings within 135 days that must be considered by the Public Service Commission

Declared an emergency measure requiring Attorney General appointments by August 1, 2026, with the commission set to cease operations on December 31, 2035
