Creates new criminal offense of "impeding a first responder" when a person knowingly approaches or remains within 25 feet of a first responder after receiving a verbal warning not to approach

Applies when the person intends to impede the responder's duties, threaten physical harm, or harass the responder

"First responder" includes those defined in KRS 507.070 plus probation/parole officers, university police, and airport police

Establishes escalating penalties: Class B misdemeanor (first offense), Class A misdemeanor (second or third offense), Class D felony (fourth and subsequent offenses)

Defines "harass" as intentional conduct causing substantial emotional distress that serves no legitimate purpose
