Requires the Kentucky Department of Education to annually review and update its dyslexia toolkit, expanding it to include dysgraphia alongside dyslexia, with guidance on screening procedures, multitiered support systems, and universal screener administration for students in kindergarten through grade 3

Mandates that each local school board develop policies for identifying and assisting K-3 students with dyslexia, changing this from a permissive "may" to a required "shall" provision

Requires districts to use evidence-based instructional strategies within a multitiered system of supports, explicitly prohibiting the "three-cueing system model" of word reading and requiring structured literacy practices including explicit phonemic awareness instruction

Establishes parent notification requirements when screening indicates dyslexia risk factors, including provision of information about characteristics, interventions, and potential referral for special education evaluation if interventions prove ineffective

Requires postsecondary teacher preparation programs to include dyslexia instruction by the 2027-2028 academic year, removing the previous "subject to available funds" condition, and mandates district data reporting to the Department of Education beginning June 30, 2028 for five years
