Expands the Kentucky Education Excellence Scholarship (KEES) program to allow students attending federal service academies to use their scholarship funds beginning with the 2027-2028 academic year.

Adds five U.S. service academies as eligible "participating institutions": the Air Force Academy, Military Academy (West Point), Naval Academy, Coast Guard Academy, and Merchant Marine Academy.

Requires each service academy to execute a contract with the Kentucky Higher Education Assistance Authority on terms the authority deems necessary for program administration.

Amends KRS 164.7874 to restructure the definition of "participating institution" into two categories: traditional postsecondary institutions and federal service academies.
