Caterer's licenses may now be issued for premises serving as a commissary and designated banquet hall, with removal of the restriction prohibiting alcoholic beverage sales at restaurant premises and the Sunday sales prohibition for caterers

Department of Alcoholic Beverage Control must approve or deny any license application within 45 days of receipt, and may not impose minimum customer requirements or limits on the number of events a caterer may service

Tobacco, nicotine, and vapor product retail licensing requirements take effect February 1, 2027, with a $500 annual license fee per premises and $50 nonrefundable application fee

Violations for selling tobacco/nicotine/vapor products to persons under 21 result in escalating fines: $100 to retail clerk for first offense, up to $1,000 to owner for third offense, with license revocation on fourth citation and two-year reapplication ban

Emergency declaration makes the act effective immediately upon passage, with tobacco/nicotine/vapor product licensing amendments retroactive to January 1, 2026
