Establishes a residential safe room rebate fund in the State Treasury to reimburse Kentucky homeowners 50% of construction or installation costs, up to a maximum of $5,000 per safe room

Qualifies homeowners who build safe rooms meeting ICC 500 and FEMA P-361 standards and agree to open them to community members during weather-related emergencies

Requires the division to maintain a public list of all available residential safe rooms statewide and process rebate applications twice yearly beginning January 2027

Mandates homeowners submit applications within 30 days of incurring costs, including invoices, proof of payment, installation certificates, and FEMA compliance certification

Requires annual reporting to the Legislative Research Commission by April 1 detailing applications received, rebates issued, denials, and fund balances by county
