Beginning July 1, 2027, lienholders and motor vehicle dealers (with 25+ annual title applications) must use the electronic title application and registration system to submit liens, titles, and registration documents

Starting January 1, 2027, vehicle titles will be held electronically in AVIS rather than mailed to owners; paper titles available upon request for a $6 fee ($4 to county clerk, $2 to Transportation Cabinet)

Allows county clerks to accept credit cards, debit cards, electronic checks, and ACH payments for motor vehicle taxes and fees, with convenience fees permitted to recover costs

Permits joint vehicle owners (not just spouses) to designate transfer-on-death arrangements, allowing surviving owners to receive the vehicle without paying title application fees

Updates notification requirements for ad valorem taxes and registration renewals to allow email or text message delivery in addition to first-class mail
