Permits local governments to require a basic permit (maximum fee of $150) that must be issued within 30 days of a complete application, with permits valid for one year and no fee charged for renewals

Allows permit revocation for up to one year if an owner receives three or more ordinance violation citations within a calendar year, with notice and hearing required before revocation

Preserves the authority of homeowners associations, condominium associations, and similar property owner groups to maintain their own short-term rental restrictions through properly enacted rules
