County school districts with 25,000+ students will have 11-member boards of education (expanded from current structure), with 7 members appointed from geographic divisions and 4 at-large members, all appointed by the county's chief executive officer and confirmed by the county legislative body rather than elected

Appointments must reflect proportional representation of Kentucky's two leading political parties based on county voter registration; if the legislative body fails to consider an appointee within 90 days or declines confirmation, the position becomes vacant and that person cannot be reappointed for 2 years

The chief executive officer of qualifying counties may remove appointed board members for cause including malfeasance, misfeasance, incompetence, or gross neglect of duty

Currently elected board members in affected districts serving prior to January 1, 2027 may complete their unexpired terms; initial at-large appointments will be staggered with two 2-year terms and two 4-year terms

The Act takes effect January 1, 2027, with districts required to establish new division boundaries and fill additional positions by that date
