Adds "sexual orientation" and "gender identity" as protected classes under Kentucky's civil rights laws (KRS Chapter 344), extending protections in employment, housing, public accommodations, and credit transactions

Expands existing anti-discrimination protections to cover employers, employment agencies, labor organizations, licensing agencies, real estate operators, financial institutions, and places of public accommodation

Amends state personnel law (KRS 18A.095) to protect state employees from discrimination based on sexual orientation and gender identity, and extends the appeal deadline for discrimination claims from 30 to 60 days

Authorizes city, county, urban-county, consolidated local, unified local, and charter county governments to adopt and enforce local anti-discrimination ordinances that include sexual orientation and gender identity protections

Updates statutory definitions and modernizes language throughout the civil rights chapter, including adding definitions for "gender identity" (having or being perceived as having a gender identity or expression not traditionally associated with sex assigned at birth) and "sexual orientation" (actual or imputed heterosexuality, homosexuality, or bisexuality)
