Amends KRS 416.670 to require condemnors to begin development on condemned property within 8 years from the deed date or possession date, whichever is earlier

Expands landowner repurchase rights to include highway project property (under KRS Chapter 177) where design was not begun within 8 years, or remaining property acquired for highway projects that was not used after project completion

Current landowners may repurchase qualifying property at the original price paid by the condemnor

If the current landowner declines to repurchase, public notice must be given within 30 days and the property sold at auction

Exempts property acquired for industrial development (KRS Chapter 152) and transportation improvement district projects (KRS 184.350-184.395) from these repurchase provisions
