Restructures the Kentucky Board of Education from 11 Governor-appointed voting members to 4 Governor-appointed at-large members plus 7 members elected by voters from each Supreme Court district through partisan primaries and general elections

Establishes first elections for Supreme Court district representatives in November 2027, with staggered initial terms (2 years for odd-numbered districts, 4 years for even-numbered districts) and 4-year terms thereafter

Removes previous requirements that board appointments reflect equal sex representation, proportional political party representation based on voter registration, and proportional minority racial representation

Prohibits the Governor from reorganizing the board and maintains restrictions barring professional educators from serving as voting members during their term

Declares an emergency for immediate effect of transition provisions, with current and newly appointed members serving terms expiring January 3, 2028, when elected members take office
