Changes Kentucky Board of Education nonvoting member selection to rotate among 7 Supreme Court districts (instead of 6 congressional districts) and requires student members to be sophomores at appointment (instead of juniors), with 1-year terms

Modifies class size exemption procedures by requiring the Kentucky Department of Education (rather than Board of Education) to grant temporary exemptions, with the Board reviewing all temporary exemptions within 45 business days

Transfers education technology planning responsibilities from the Council for Education Technology to the Kentucky Department of Education, and repeals KRS sections defining the Council and the teachers' computer purchase program

Adds the Carol Martin Gatton Kentucky FFA Leadership Training Center in Hardinsburg to facilities under the Department of Education's management, and allows Education Professional Standards Board certification fees to fund the Kentucky Educator Placement Service System
