Governor may authorize use of budget reserve trust fund moneys to continue the Supplemental Nutrition Assistance Program (SNAP) during federal government shutdowns or temporary suspensions in federal funding

Funds used for SNAP continuity are treated as temporary loans and must be repaid to the budget reserve trust fund within 90 days of federal appropriations being restored

Governor must notify the Legislative Research Commission and State Budget Director within 10 days of authorizing funds, detailing the amount advanced, programs funded, and repayment timeline

Governor cannot use more than 5% of the total budget reserve trust fund balance without prior General Assembly approval

Declared an emergency, taking effect immediately upon passage and Governor's approval to ensure SNAP continuity during federal funding lapses
