Creates a new provisional medical license for physicians trained outside the U.S. who have completed a residency, maintained good standing with their home country's licensing authority within the last 5 years, and practiced as a physician for at least 5 years

Requires provisional licensees to have a job offer from a licensed Kentucky healthcare entity, professional practice, or corporation serving as their sponsor

Provisional licenses automatically convert to regular medical licenses after 3 years of employment with the sponsoring entity, with no requirement to remain with that employer afterward

Board may revoke provisional licenses if the licensee is not employed with a qualifying sponsor during the 3-year period or engages in conduct violating KRS 311.595 or 311.597

Amends KRS 311.571 to update language requiring administrative regulations be promulgated in accordance with KRS Chapter 13A across multiple license types
