Creates new capital offense of "child abuse homicide" when a person intentionally abuses or neglects a child under 18 and the death results from that abuse or neglect

Increases criminal penalties for child abuse: first-degree criminal abuse elevated from Class C to Class B felony (Class A if victim under 18); second-degree from Class D to Class C felony; third-degree from Class A misdemeanor to Class D felony

Expands victim age threshold for enhanced penalties from 12 years old to 18 years old across multiple statutes including manslaughter and criminal abuse provisions

Requires licensed child-care centers to maintain video surveillance of all public areas (hallways, entrances, play areas, eating areas), notify parents of surveillance, and retain footage for 90 days

Creates rebuttable presumption for termination of parental rights when a parent has been convicted of a felony involving serious physical injury to any child or contributing to the death of another child through abuse or neglect
