Establishes the Residential Ease of Access for Disabled Veterans Program within the Kentucky Department of Veterans' Affairs to fund construction and installation of accessibility ramps at disabled veterans' residences

Eligible veterans must be Kentucky-domiciled, honorably or generally discharged, and have a service-connected disability or receive VA/DoD compensation, disability retirement, or pension

Ramps may be installed at single-family homes owned by the disabled veteran or an immediate family member (including parents, siblings, spouse, children, grandchildren, aunts, uncles, and in-laws) where the veteran resides

Creates a dedicated trust fund in the State Treasury funded by state appropriations, gifts, grants, and federal funds, with unexpended amounts carrying forward to the next fiscal year

Requires applicants to first contact their nearest veterans' service organization, which then transmits applications to the department
