Amends newspaper qualification requirements for legal advertisements, requiring newspapers to produce and distribute a printed edition available for paid subscription rather than basing eligibility solely on largest circulation numbers

Establishes a weighted formula for determining which newspaper publishes required advertisements when multiple papers serve the same area: print subscribers and single copy sales multiplied by two, plus digital subscribers

Requires newspapers publishing legal advertisements to post notices on their own website within 24 hours and submit to a statewide Kentucky Press Association website at no additional cost to government agencies

Extends the maximum timeframe for public hearings on tax rate increases from 10 days to 21 days after the second advertisement is published

Removes minimum column-inch requirements for display advertisements and requires newspapers to offer government agencies the same contractual terms and volume discounts given to commercial advertisers
