Expands caterer's license privileges to allow alcoholic beverage sales at the caterer's designated banquet hall and removes the restriction requiring beverages be kept only at licensed premises

Removes the prohibition on caterers serving alcoholic beverages on Sundays, previously limited to territories where Sunday sales were already permitted

Prohibits the Department of Alcoholic Beverage Control from imposing minimum customer requirements for catered events or limiting the number of events a caterer may service in any time period

Requires the department to approve or deny all license applications within 45 days of receipt

Declared an emergency measure, taking effect immediately upon the Governor's approval
