Increases maximum fees for vital records services from $5 to $10 for certifications, file searches, and copies, and from $10 to $15 for certified birth certificate copies

Requires state or county registrars to issue certified copies only upon written request from applicants entitled to records under cabinet regulations, rather than to any applicant

Adds new fee exemptions for death certificates of individuals who died in the line of duty and for all vital record certificates for disaster victims when the Governor declares a natural disaster and the Department for Public Health commissioner waives the fee

Requires the Cabinet for Health and Family Services to provide the Annual Lifetime Kentucky Death Report to the State Board of Elections by July 1 each year to ensure accurate removal of deceased voters from registration records

Prohibits fees for modifying cause or manner of death on vital records or correcting public health statistical data collected through vital record registration
