Aligns county treasurer 4-year terms with constitutional election cycles, requiring fiscal courts to appoint treasurers by June 30 every four years beginning July 1 following elections under Section 99 of the Kentucky Constitution

Requires county treasurers to obtain surety bonds from incorporated surety companies authorized in Kentucky, replacing the previous requirement for approval by "at least two reputable sureties"

Reduces from 30 days to 5 days the threshold for when a fiscal court may appoint an acting county treasurer due to illness, incapacity, or absence of the current treasurer

Limits acting county treasurers to serve no more than 60 days following resignation, termination, or death of a treasurer, after which the fiscal court must appoint a permanent replacement for the remainder of the term

Authorizes fiscal courts to appoint a deputy county treasurer who serves at the court's pleasure, may exercise all powers of the county treasurer subject to restrictions, and may serve as acting county treasurer when needed
