Amends KRS 117.228 to remove Social Security cards from the list of acceptable alternative identification documents for voters who cannot provide standard proof of ID at the polls

Eliminates food stamp identification cards, electronic benefit transfer (EBT) cards, and supplemental nutrition assistance (SNAP) cards as acceptable alternative voter identification

Retains county-issued identification cards (approved by State Board of Elections) and any photo identification card with the voter's name as acceptable alternatives

Voters without standard ID may still cast a ballot by executing a voter's affirmation citing specific impediments such as lack of transportation, work schedule, disability, lost ID, religious objection to photographs, or pending ID application

Election officers who personally know a voter may execute an affirmation vouching for the voter's identity, allowing them to vote without presenting identification
