Adds "animal health emergency" as a new defined term in Kentucky emergency management law, covering incidents threatening livestock, poultry, or domesticated animals through disease, starvation, deadly injury, or other potential loss of life

Grants the Commissioner of Agriculture authority to declare animal health emergencies in consultation with the state veterinarian, with powers to immediately procure veterinary services from providers licensed in any state

Allows the Commissioner during animal health emergencies to order quarantines of animals and equipment capable of spreading disease, and to establish roadblocks with state, local, or game warden assistance to enforce quarantines

Permits the Commissioner to request the Transportation Cabinet waive vehicle weight limits and driver safety restrictions for transporting animal feed and medicine, and to bypass standard procurement requirements in KRS Chapter 45A for emergency goods and services

Authorizes the Commissioner to request emergency assistance from local governments, state agencies, and the Governor for federal assistance during animal health emergencies
