Increases Kentucky's minimum wage from $7.25 to $10/hour upon enactment, then incrementally to $11.50 (July 2027), $12.50 (July 2028), $14 (July 2029), and $15/hour (July 2030)

Authorizes cities, counties, and local governments to adopt minimum wage ordinances higher than the state minimum, with consolidated local governments having exclusive countywide authority

Raises the gross sales threshold for exempting employees of retail stores, service industries, hotels, motels, and restaurants from minimum wage requirements from $95,000 to $500,000 average annual gross volume over five years

Maintains tipped employee provisions allowing employers to pay the federal tipped minimum wage rate, provided tips plus wages equal at least the federal minimum wage

Automatically increases state minimum wage to match any future federal minimum wage increase under 29 U.S.C. sec. 206(a)(1)
