Establishes that violations of a directed plan of correction cannot result in license suspension or revocation unless the cabinet determines the violation is serious enough to justify such action

Mandates that child-care centers with a six-month preliminary license receive at least two weekly support contacts from the cabinet (one in-person) to assist with understanding and implementing regulations, with violations during this period limited to knowing violations or immediate safety threats

Grants child-care centers five business days to provide requested documentation following routine reviews or audits related to alleged regulatory violations

Declares an emergency making the act effective immediately upon passage, with provisions applying to both pending actions and future actions related to licensed child-care centers
