Repeals KRS 605.035, eliminating the Family Accountability, Intervention, and Response Teams (FAIR Teams) from Kentucky's juvenile justice system

Transfers FAIR Team responsibilities to court-designated workers, who will now directly handle referrals, diversion agreements, and service coordination for status offenders and juveniles

Adds "beyond control of school" as a status offense category with automatic diversion failure if a child is suspended or expelled during a diversion agreement, triggering immediate referral to county attorney for formal court action

Requires children with truancy complaints who accumulate 4 unexcused absences during diversion to be immediately considered as having failed diversion and referred for formal court action

Removes regional interagency councils' requirement to participate in FAIR Teams while retaining their role as the regional locus of accountability for the system of care for children and transition-age youth with behavioral health needs
