Persons 21 and older may possess, traffic, or cultivate a "personal use quantity" of cannabis (1 ounce or less of plant material, 5 grams or less of concentrates, products with 1,000mg or less THC, or 5 or fewer plants) without criminal penalty, arrest, or probation/parole revocation

Trafficking in less than 8 ounces of cannabis remains a Class A misdemeanor for first offense and Class D felony for subsequent offenses; cultivation of 5 or more plants remains a Class D felony for first offense

Creates automatic expungement process for eligible past cannabis convictions involving personal use quantities, with the Administrative Office of Courts required to identify convictions within 90 days and courts to expunge within 200 days unless prosecutors object

Exempts cannabis accessories from drug paraphernalia laws and removes cannabis from mandatory drug testing conditions for probation

Modifies the drug tax stamp law to exempt personal use quantities of cannabis, and requires a report to the Legislative Research Commission by December 1, 2027 on expungement statistics by county
