Proposes a constitutional amendment guaranteeing individuals 21 years or older the right to possess, use, buy, or sell one ounce or less of cannabis without criminal sanction

Allows individuals 21 and older to cultivate, harvest, and store up to five cannabis plants for personal use without criminal penalties

Grants the General Assembly authority to regulate and control the production, processing, and sale of cannabis and cannabis-derived products through general law

Requires the proposed amendment to be submitted to Kentucky voters for ratification or rejection at the next regular election when General Assembly members are voted for

Directs the Secretary of State to publish the proposed amendment in a statewide newspaper no later than the first Tuesday in August preceding the election
