Renames the state Court-Appointed Special Advocate Association to the "Kentucky CASA Network" throughout Kentucky statutes governing CASA programs

Reduces the minimum required local CASA board membership from 15 members to 12 members

Removes references to "National CASA Association Standards" and requires local programs to comply only with Kentucky CASA Network Standards for Programs

Changes the family court judge position on the external child fatality and near fatality review panel from a voting member to an ex officio nonvoting member

Clarifies that Department for Community Based Services employees (rather than general "cabinet" employees) are prohibited from serving as CASA volunteers or employees
