Requires the Department for Medicaid Services to submit copies of current Medicaid and KCHIP state plans, plus all state plan amendments (SPAs) approved, denied, or pending since July 1 of the prior year, to the Legislative Research Commission by July 1 annually.

Mandates the Medicaid Oversight and Advisory Board review and approve or recommend changes to state plans by August 31 each year, with department representatives required to appear and testify.

Directs the Interim Joint Committee on Health Services to review state plans by October 31 annually and vote to either approve them or find them deficient for reasons including conflicts with state or federal law, exceeding statutory authority, or imposing unreasonable burdens.

Requires the Governor to respond within 30 calendar days to any finding of deficiency, determining whether to amend the state plan or maintain it despite the deficiency.

Declares an emergency due to recent federal Medicaid changes and state budget increases, making the act effective immediately upon passage and gubernatorial approval.
