Requires the agency to contract with a private sector entity by January 1, 2027 to develop an AI-assisted virtual health platform using avatar-based technology for rural healthcare providers and facilities

Platform provides nonclinical health management services including preventive care information, health education, cultural facilitation between patients and providers, appointment scheduling, telehealth access, and help understanding electronic medical records

Explicitly prohibits the platform from practicing medicine or diagnosing/treating diseases; requires guardrails against misinformation and compliance with medical advertising laws

Establishes advertising revenue sharing with participating rural providers, prioritizing reimbursement of state development costs first, then distributing at least 80% of net advertising revenues to providers based on utilization rates
