Amends KRS 121.180 to allow members of the Kentucky General Assembly with remaining campaign account balances to transfer those funds to a campaign account for seeking election to statewide constitutional office

Creates an exception to the existing prohibition against using campaign contributions received for one public office to further candidacy for a different public office

Applies to unexpended campaign fund balances that are not otherwise obligated for payment of expenses incurred during the legislative campaign

Maintains all other existing restrictions on campaign fund transfers, including limits on direct contributions to other candidates and requirements for proper reporting of all transfers
