Creates the "Kentucky Women's Bill of Rights" establishing legal definitions for sex-based terms: "female" and "male" are defined by reproductive biology (ova or sperm production), with "woman/girl" and "man/boy" defined accordingly.

Declares that sex is binary, objective, and fixed, explicitly excluding gender identity from the legal definition of sex under Kentucky law.

Authorizes the Commonwealth and political subdivisions to maintain single-sex environments in prisons, athletics, living facilities, locker rooms, bathrooms, domestic violence shelters, and rape crisis centers without violating antidiscrimination laws.

Requires public schools, state agencies, and local governments collecting vital statistics to identify individuals as either male or female based on the Act's biological definitions.

Includes a severability clause allowing remaining provisions to stand if any portion is ruled invalid.
