Amends KRS 48.100 to require the Transportation Cabinet budget be submitted as a separate recommendation from the rest of the executive branch budget

Budget recommendations must be submitted to the General Assembly by the 10th legislative day of even-numbered-year regular sessions

Extends the deadline to the 15th legislative day in years following the election of a new Governor

Requires budget recommendations be submitted on the first day of any extraordinary session called to amend a branch budget bill
