Defines "grooming behavior" as conduct directed at a minor intended to establish an emotional connection through manipulation, trust-building, or influence to facilitate future sexual conduct or normalize sexual conduct, whether occurring online, in person, or through third parties

Prohibits school district employees, public charter school employees/contractors, and certified private school employees from sexual contact with current students, minors, or former students within two years of graduation unless they can prove no grooming occurred while the student was enrolled

Expands grounds for the Education Professional Standards Board to revoke, suspend, or take disciplinary action against teaching certificates to include sexual contact with former students within two years of graduation, with the burden on the certificate holder to prove no grooming occurred

Requires superintendents to prohibit such sexual contact as a condition of employment within local school districts, and requires public charter school contracts and private school certification to include the same prohibition

Applies to all school types: public school districts, public charter schools, and private/parochial/church schools seeking state certification
