EPA-approved pesticide labels or labels consistent with the most recent EPA human health risk assessment shall be deemed sufficient warning labels for state law duty-to-warn claims

Protection does not apply if the EPA determines a manufacturer knowingly withheld, concealed, misrepresented, or destroyed material information about human health risks to obtain or maintain label approval

Other state law causes of action remain available and are not prohibited by this legislation

Amends KRS 217.544 to add definition of FIFRA (Federal Insecticide, Fungicide and Rodenticide Act) including regulations promulgated thereunder

Modifies "misbranded" definition to specify labels must contain warning statements "required" under FIFRA section 3(d), removing previous language about adequacy to protect health and environment
