Requires Kentucky's Department for Medicaid Services and contracted managed care organizations to cover evaluation and management services for Medicaid recipients

Establishes a minimum coverage floor of 2 evaluation and management service units per Medicaid-participating provider, per recipient, per date of service if coverage limits are imposed

Mandates the Cabinet for Health and Family Services request any necessary federal authorization (state plan amendment, waiver, or approval) within 90 days of the effective date

Allows delayed implementation only for provisions requiring federal approval, and only until such approval is granted
