Amends KRS 56.020 to update gendered language from "He" to "He or she" regarding the Secretary of State's duties for indexing state property records.

Secretary of State maintains custody of all records, judgments, deeds, maps, and abstracts of title for state-owned land and buildings used for governmental purposes.

Excludes deeds to rights-of-way for state or federal roads from Secretary of State custody, though state-owned bridges and their approaches are not considered "roads" under this exclusion.

Requires the Secretary of State to record deeds in a separate book, maintain original documents, and create indexes organized by county location and by the state department using the property.

Prohibits records and indexes from being moved from the Office of the Secretary of State.
